The Russian army attacked energy infrastructure facilities in Odesa Oblast with strike drones, local governor Oleh Kiper reported on Telegram on Oct. 31.

Kiper noted that there are no reports of casualties.

Ukrainian Air Force said that Russia attacked Ukraine with an Iskander-M ballistic missile and 145 strike drones — including Shahed and Gerbera types — as well as other UAVs. Air defense intercepted the missile and 107 drones.

On Oct. 30, Russian forces carried out the third combined attack on Ukraine’s energy sector since the start of the month. The strikes led to power outages affecting hundreds of settlements across various oblasts.
