SBU arrests suspects plotting to stage terrorist attack in Kyiv crowded area

Ukraine’s Security Service (SBU) and the National Police arrested two individuals in Zaporizhzhya Oblast, accused of planning a terrorist attack in Kyiv on orders from Russia's military intelligence agency (GRU), officials reported on Oct. 23.

The operation was carried out by the SBU in cooperation with the National Police, under the supervision of the regional prosecutor's office.

The suspects were preparing an improvised explosive device (IED) with the goal of detonating it in a crowded area in Kyiv. The aim was to cause mass civilian casualties and spread panic.

The Russian GRU reportedly recruited a 20-year-old woman from Zaporizhzhya via Telegram, promising her "easy" money. After being recruited, she received detailed instructions on how to build the explosive device using readily available materials.

The woman’s 26-year-old partner was also involved in the plan. Before the attack, they were assigned a "test" mission — to set fire to Ukrainian military equipment near Zaporizhzhya. The pair was arrested by SBU counterintelligence agents while attempting to torch an infantry fighting vehicle.

Both suspects have been charged with treason under Ukrainian law and face potential life sentences, along with confiscation of property. They are being held in custody without the possibility of bail.
