This comprehensive initiative aims to bolster Ukraine's defense capabilities and ensure a prepared and skilled population to support national security.
This training will become a separate subject in the academic curriculum of higher education institutions across all ownership forms. Women will participate voluntarily.
Students completing this training will not be required to undergo basic military service.
Upon completion, participants will gain:
- Military occupational specialties.
- Skills essential for national defense duties, such as weapon and explosives handling, battlefield tactics, and first aid.
Employment requirements and new military service regulations
From Sept. 1, 2026, completing basic military training or service will become mandatory for securing employment in state services, including the National Police, local government, and other public institutions.
The Cabinet of Ministers' Resolution No. 734 outlines the procedures for implementing this training.
In addition, basic military service will replace conscription in 2025. Men aged 18–25 not enrolled in university will be required to undergo this service, choosing a year before age 24 to complete it.
Service Duration:
- Peacetime: Up to 5 months (3 months basic training, 2 months specialized training).
- Martial Law Period: Up to 3 months (at least 1 month basic training, 2 months specialized training).
Exemptions and postponements
Postponement will be granted to:
- Individuals temporarily unfit for service due to health issues.
- Students in full-time secondary, vocational, or higher education, including postgraduate programs, until the age of 24.
- Those choosing a specific year to complete service.
- Individuals with specific family or legal circumstances.
