Kyiv outlines progress after Florida talks

Over the past three days in Florida, Ukraine held a series of constructive and productive meetings with U.S. and European partners, National Security Council secretary and head of Ukrainian delegation Rustem Umerov wrote on Dec. 21.

Umerov was joined by the Chief of the General Staff of the Armed Forces of Ukraine, Lt. Gen. Andrii Hnatov.

“The U.S. delegation was represented by special envoys Steve Witkoff and Jared Kushner, as well as White House official Josh Gruenbaum," Umerov added.

"Key national-security advisers from several European countries also joined the discussions to coordinate a unified strategic approach between Ukraine, the United States, and Europe.”

He noted that Ukraine and the United States also held a separate, constructive bilateral meeting with the main topics including:

  • continued work on the 20-point plan

  • alignment of positions on a multilateral framework agreement for security guarantees

  • alignment of positions on a bilateral U.S.–Ukraine security-guarantee agreement

  • further refinement of Ukraine’s economic development plan (the “prosperity plan”).

Umerov said special attention was paid to timelines and sequencing of the next steps.

“Ukraine remains fully committed to achieving a just and lasting peace," he highlighted.

"Our shared priority is to stop the killing, secure guaranteed safety, and create the conditions for reconstruction, stability, and long-term prosperity. Peace must be not only the cessation of hostilities, but also a dignified foundation for a stable future.”

He added that Ukraine highly values the leadership and support of the United States, as well as continued close coordination with partners during the next stages of this work.

On Dec. 21, Umerov said that he and Hnatov will hold another meeting with the American side.

On Dec. 19, he reported that the Ukrainian delegation had concluded a round of talks in the United States with American and European partners. According to Umerov, Ukraine and the U.S. agreed on further steps and a continuation of joint work in the near future.

President Volodymyr Zelenskyy earlier said that Ukraine will discuss the 20-point plan, security guarantees, and reconstruction with American partners.

On Dec. 14–15 in Berlin, another round of negotiations took place between Ukrainian and American delegations, involving Zelenskyy, Umerov, German Chancellor Friedrich Merz, and U.S. President Donald Trump’s envoys Steve Witkoff and Jared Kushner.

Witkoff said that the talks resulted in “significant progress.” Trump, for his part, said that a peaceful resolution to Russia’s war against Ukraine is “closer than ever.”
