Zelenskyy readies annual speech to parliament

Ukrainian President Volodymyr Zelenskyy has instructed his administration officials to prepare his annual address to the Verkhovna Rada (Parliament) by Dec. 1, according to Presidential Decree No. 115/2025-rp published on Sep. 17.

Zelenskyy formed a special working group to oversee the process, headed by Andriy Yermak, chief of the Presidential Office. Oleksandr Bohomolov, director of the National Institute for Strategic Studies, was appointed deputy head and will provide methodological and scientific support.

The group also includes several Yermak’s deputies: Iryna Vereshchuk, Ihor Zhovkva, Olena Kovalskaya, Viktor Mykytas, Iryna Mudra, Pavlo Palisa, and Oleh Tatarov, as well as Ihor Lysyi, the head of the State Administration of Affairs. 

The group has one month to determine the structure, schedule, and content of the draft address. 

Zelenskyy authorized Yermak to adjust the group’s composition as needed, involving representatives from executive bodies, academia, and public organizations, as well as Ukrainian and foreign experts.

The State Administration of Affairs has been tasked with covering costs related to preparing the draft.
