Ukraine focuses on army management reforms, not lowering draft age, President Volodymyr Zelenskyy said at the presentation of Ukraine’s Internal Resilience Plan in the Verkhovna Rada on Nov. 19.
Ukraine's 10-point Resilience Plan includes key areas such as defense, unity, weaponry, energy, finance, security, human capital, communities, cultural sovereignty, and a "heroes' policy."
Zelenskyy stressed upcoming changes in army management and the appointment of a Military Ombudsman trusted by the public.
The president also proposed motivational service contracts for individuals below the mobilization age. These contracts aim to address issues within the Defense Forces and enhance recruitment with incentive packages.
