Invading Russian forces have crossed the Siverskyi Donets River and captured Bilohorivka, Luhansk Governor Serhiy Hayday said in a Facebook post on July 3.

He added that the invaders had also controlled Zolotarivka since late July 3, while captured Lysychansk and the settlements around it continued to be under enemy artillery shelling.

"The invaders are finishing off what is undamaged," he said.

"The population of the captured cities and villages are forced to live by the rules of the 'rashist (Russian fascist) regime’ and fed with promises that communications will be restored 'in the near future.' This cannot happen even under favorable conditions, it will take up to a year, so much has the rashists destroyed the critical infrastructure."

Hayday also said that even on the last day of the defense of Lysychansk, medics hospitalized the wounded, firefighters put out fires, and the police officers recorded crimes under heavy enemy shelling.

"We kept order, even when it seemed impossible," the governor said in a Telegram messenger post on July 4.

"The Russians prevailed tenfold, they destroyed the town and killed people. We took many wounded local residents to hospitals in Dnipro, Lviv, and Ivano-Frankivsk. Those who needed hospitalization were evacuated even on the last day of defense. Just as firefighters saved the town from flames when high-rise buildings caught fire."

Ukraine’s General Staff of on July 3 said that after heavy fighting for Lysychansk, Ukrainian forces were forced to withdraw from the besieged town.

Under conditions of multiple superiorities of the Russian invaders in artillery, aviation, missile systems, ammunition, and personnel, further defense of the town would have led to fatal consequences, the General Staff added.

Earlier the Russian Defense Ministry reported the Russian army had seized control over the whole of Luhansk Oblast.
